On May 1, 2022, the GB/T 3836-2021 series of standards for explosive environments (hereinafter referred to as the new version of explosion-proof standards) officially came into effect. The National Center for Safety Standards has issued a notice on March 4, 2022, entitled "Notice on the Main Basis for the Review and Issuance of Safety Standards for Mining Explosion proof Products" (National Center for Safety Standards [2022] No. 9). In order to ensure the smooth progress of the standard version change work, solve the practical difficulties of safety standard application enterprises affected by the epidemic, and facilitate the certificate renewal work of holders, this plan is formulated based on soliciting opinions and suggestions from all parties:

1、 For products with valid safety certification, natural label replacement should be adopted in principle. When the certificate expires and is renewed, the certificate should be replaced according to the new explosion-proof standard. The certificate holder may also voluntarily apply to change the safety standard certificate according to the new version of the explosion-proof standard during the validity period of the certificate. For certificate changes, the National Center for Safety Standards will carry out relevant work in the following manner:

1. Product design and structure remain unchanged
The holder shall submit a "change" application to the National Safety Standards Center, submit a new version of the explosion-proof standard change statement (see Attachment 1), and upload the updated user manual. Other technical documents do not need to be uploaded. The National Center for Safety Standards entrusts the original explosion-proof inspection agency of the product to conduct evaluation and supplementary inspection in accordance with the "New Version of Explosion proof Standard Difference Clause Change Plan" (Attachment 2), and issue a technical review report (including the evaluation content of the explosion-proof standard change version) (Attachment 3) and an inspection report (only including supplementary test items). After passing the inspection, the new version of the explosion-proof standard safety certificate will be issued, and the validity period of the certificate will remain unchanged.

2. Changes in product design and structure
The holder shall submit a "change" application to the National Safety Standards Center, submit a new version of the explosion-proof standard change statement, and upload the updated technical documents at the same time. The National Center for Safety Standards entrusts the original explosion-proof inspection agency of the product to conduct a differential review and inspection of the changed parts based on the new version of the explosion-proof standard, and conduct evaluation and supplementary inspection according to the "New Version of the Explosion proof Standard Difference Clause Change Plan". A technical review report (including the evaluation content of the explosion-proof standard change) and an inspection report (including the change content) will be issued. After passing the inspection, a safety standard certificate for the new version of the explosion-proof standard will be issued, and the validity period of the certificate will remain unchanged.

2、 Before December 31, 2022, for explosion-proof electrical products whose safety certificate is about to expire or whose safety mark certificate cannot be renewed in a timely manner due to the impact of the epidemic, the certificate holder can apply for an "extension" and, according to the process described in Part 1, after evaluation, supplementary inspection, and differential inspection, a new version of the explosion-proof standard safety certificate will be issued. The certificate is valid for one year.

3、 For explosion-proof electrical products whose safety certification is about to expire, the certificate holder can also apply for a full project inspection according to the new version of the explosion-proof standard through the "extension" method. After passing the inspection, a safety certification with a validity period of 5 years will be issued.

4、 For the new version of the explosion-proof standard inspection report issued by an explosion-proof inspection agency recognized by the National Center for Safety Standards during the change process, the explosion-proof inspection agency can accept it. The management requirements for imported products are the same as those for domestic products. The IECEx TR report issued by the IECEx CB explosion-proof inspection agency has been obtained, and the standard version is not lower than the new domestic explosion-proof standard. The explosion-proof inspection agency can accept it and supplement differential inspection if necessary.

5、 The certificate holder has completed the new version of the explosion-proof standard for the product before the supervision and inspection, and will carry out supervision and inspection work in accordance with the new version of the explosion-proof standard; If the certificate holder has not completed the new version of the explosion-proof standard for the product before the supervision and inspection, the supervision and inspection shall be carried out according to the original implementation standard.
